Raymond E. Glazier, Ph.D., founder and Principal
Dr. Glazier was formerly a highly tenured Associate of Abt Associates Inc., the international social research and program implementation firm, founder and Director of its Center for the Advancement of Rehabilitation and Disability Services. He has over two decades of experience in disability research that has recently focused on employment issues, but has also included work on Medicaid health care coverage, personal assistance services (PAS), income maintenance (SSI, SSDI), housing and the built environment, substance abuse, education, and civil rights. Dr. Glazier has directed vocational rehabilitation (VR) needs assessments and VR program evaluations in several major states (MA. MI, NY, OH, PA)). His recent Medicaid research involvement includes 10 years of top level participation in the policy research and program implementation efforts of the MA Medicaid Infrastructure and Comprehensive Employment Opportunities grant from the Centers for Medicare and Medicaid Services (CMS).
Dr. Glazier is a Harvard-educated sociologist who holds the Ph.D. in social policy, with a health policy focus, from Brandeis University's Heller Graduate School for Social Policy and Management. His expertise and experience include direction of both quantitative and qualitative research on disability and health care issues across the lifespan – physical and mental, as well as chronic disease. His professional life is informed by personal experience as a wheelchair user with multiple significant disabilities, a former SSDI beneficiary and VR consumer who returned to full-time professional employment and ultimately started his own small business. Dr. Glazier has published widely in the professional literature and the popular press on a wide range of disability topics.
Dr. Glazier has served the U.S. Department of Education as a member of the Standing Review Panel for the Office of Special Education and Rehabilitative Services and currently is a review panel member for the Administration on Community Living of the U.S. Dept. of Health and Human Services. He is a former member of the Advisory Committee to AcademyHealth’s Disability Research Interest Group. Dr. Glazier is currently a designated member of the Massachusetts Architectural Access Board, the State regulatory agency which promulgates and enforces regulations designed to guarantee for persons with disabilities safe access to public buildings. He is a peer reviewer for both the Disability & Health Journal and the Journal of Disability Policy Studies. He also sits on the Editorial Board of Disability Issues, a Boston based quarterly publication for persons with diverse disabilities, their service providers, families, and friends and is a frequent contributor, authoring a regular PCA Corner column.

Vincente A. Cabrera, Assistant
Mr. Cabrera's special expertise is in developmental psychology with an early childhood focus, having gained considerable motivational experience in years of coaching young children with and without disabilities. He has worked in personal care provision for persons with multiple disabilities, as well as technical assistance with an emphasis on audiovisual applications that reflect his experience in the music industry as a producer.
